Voting Question: how do i get over an internet addiction?

i'm a 14 year old girl and i'm addicted to the internet.
please don't be rude, i really need help.
it's summer and i have no friends, so all i do is go on the internet.
i spend hours at a time, usually at least 12 hours a day.
i watch youtube, or go on 4chan, or twitter or just google a bunch of random things...
and when i finally get off the internet i feel like i have done nothing in the past few hours...
it's so mind-numbing for me, and it feels like i have done NOTHING this summer. [and i haven't]
i don't want to waste my summer. it's been more than a month already.
i would get rid of our internet, but i always have to go on the internet sometimes to text my mother [she can't afford to pay for my phone sometimes] or if my grandma wants to chat with me over facebook.
and then i get distracted and stay on...
i would hang out with friends but i don't have any, and i can't go find any or anything...
i wanna work on art because i'm trying to get into an art school for 9th grade... but my mom can't afford art supplies.
i have nothing to do BUT the internet...

i feel like i've been asleep all summer, like i did nothing important and i have nothing important to do...
help.
please be considerate.
problem about getting out the house is that i'm a white person living in middle of the ghetto and if i walked out the door i'd probably get raped before i could get anywhere.

my mom would NEVER let me leave the house alone. :/
