Resolved Question: An old school animated film dealing with a malevolent shadow?

I recall from my childhood a film, animated in a style that I now seem to think resembled that of the animated Hobbit movie or Flight of Dragons. That is to say, it was animated in an old-school looking art style. It dates back at least as far as the nineties, possibly further. I am trying my best to recall the title but all I remember are a few scenes:

I remember the protagonist meets a short, old gentleman who looks like a wizard. This wise old fellow persistently offers our hero a cup of tea whilst telling him a story which enlightens him. The old man has multitudes of extra arms which slide from out the folds of his robe and hat when he needs another hand.

I think the story the "wizard" with the extra arms told him was this, though it may have been in some other part of the movie: A king became afraid of his shadow after it continued to grow and grow (we see the shadow chasing him down a hallway) until the shadow became greater than the king.

That is all I recall, but it was a trip and I desperately want to see this film again. On a side note, if you have an answer you are fairly sure of and you are somewhat knowledgeable on the subject of old animated films that are outside of the mainstream, I would rather love to see them, so do drop a title or two please. If my original inquiry was no indication, I love things that are morbid or surreal/trippy, yet directed at an audience of children. Wizards, Fire and Ice, LotR animation, Fern Gulley, Pink Floyd music videos, and lots of similar stuff come to mind. I thank you in advance, you old souls.

Also, I've asked this b4 and only got responses from a stoned British chick and a troll. Neither were helpful...
